Story

As a user of cluster logging,
I want to forward logs to syslog using vector
so that I can switch from fluentd

Acceptance Criteria

Verify existing fluentd syslog forwarding can be upgraded to vector without regression
Verify when syslog.addLogSource is true, the cluster ID should be included with the other source information.
Verify functional and e2e tests pass without regression
