[Logging 5.4] EO doesn't recreate secrets kibana and kibana-proxy after removing them.

Description of problem:

The secret kibana and kibana-proxy are not recreated after removing them manually.

Always

Steps to Reproduce:
1. deploy logging
2. remove secret kibana and kibana-proxy
3. wait for several minutes, check secrets

Workaround: remove kibana/kibana, and wait it to be recreated
