Support Cloudwatch output

      Story

      As a user of vector as a log collector,
      I want to send logs to a cloudwatch destination
      So that I can use AWS cloudwatch log service

      Acceptance Criteria

      • Feature parity with fluentd cloudwatch feature
      • Verify logs are written to cloudwatch
      • Verify Functional test exists
