There isn't configmap grafana-dashboard-cluster-logging, so the clusterlogging metrics can not be displayed on Admin Console dashboard

Step to reproduce:

1) Deploy clusterlogging using origin images 

2) Check the dashboard
   $oc get cm -n openshift-config-managed -o name |grep grafana-dashboard-cluster-logging
