Summary

Remove the fluentd-init container that was added prior to the ES6 upgrade to ensure the EO was upgraded before CLO because it is no longer required

This container was originally added to ensure the desired version of EO and Elasticsearch were in place so we did not incorrectly create the desired index format. This is no longer necessary given upgrades are not allowed directly from logging releases earlier then 4.6

Acceptance Criteria

• Managed storage deployments with a collector that does not use an init container
• No test regressions
