Summary

Modify the e2e testing so that the CLO and EO are deployed at the beginning of the test run so that we are not stress testing OLM. There flakes where it appears the e2e tests timeout waiting for OLM to redeploy the CLO

Acceptance Criteria

CLO and EO only deploy at the beginning of e2e tests
e2e tests pass without regression
