Upgrade version of controller-runtime from the v0.6.0 to the v0.6.3

This is need to finalize switching to the Operator SDK v1.2.0.
Here are some details: upgrading-sdk-version/v1.2.0 .

Upgrading to the contorler-runtime v0.6.3 require some additional work for fixing unit tests, it because in new version introduced some changes that broke our unit tests.
Here most important changes for us: Reset resource version if fake client Create call failed
