Summary

This task is to prepare for the next z-stream release of OpenShift logging 5.0 by configuring new CI and CPaaS pipeline to build images from the openshift-logging-5.0-rhel-8 branch. This should include all required artifacts (e.g. midstream) to automate building the branch images and operator bundles.
