Convert cluster-logging-operator addon osde2e test job to use CCS

      The cluster-logging-operator addon has been defined from a business standpoint to be available for free to any OSD-CCS or ROSA user.  This work is complete and validated by Logging QE in SDB-1840.

      However the test job for this addon in LOG-1023 uses non-CCS, and so is immediately failing because the account it is running in does not have logging quota (this is intentional).
