QE need downstream images. So we can test the 5.1 user story, tasks, bug using these image. Could we build the 5.1 build Pipeline soon. So QE can start our 5.1 test early.

To my understanding, we need three build pipelines. 1) For the next z-stream release 2) For the next major release. 3) for the next tech-preview release.

Current we have 1) and 3). We still need the pipeline for the next major release.
