As an administrator of cluster logging,
I want the operator to create a kubernete(s) event when it generates certificates
in order to better understand what happens when in lieu of reading operator logs

Acceptance Criteria

• Operator creates a kubernetes event when certs are created or regenerated
• Event includes the reason(s) why certificates were regenerated
• The CLO must-gather is updated to capture events
• Document created events
