Summary

As a developer of OpenShift Logging
I want reconciliation of ClusterLogging to rely upon the CL namespace in lieu of "openshift-logging"
so in future we may deploy the CLO and logging to alternate namespaces

Acceptance Criteria

• The CLO reconciliation code does not directly depend upon "openshift-logging"

Notes

• This change is not intended to be customer facing but to put the code base in a position to make it customer facing.

Questions

• Do we need to ensure CLO is a singleton?
