Users new to Camel may have a closer look at the Tooling Guide.
It currently starts with instructions on how to install the Camel VSCode extension pack.

But we really should guide users to using Kaoto as the initial and preferred developer experience.

The request of this ticket is to start the tooling guide with a chapter that directs new users to Kaoto and start designing routes using Kaoto.
Its fine to cross link to the Kaoto guide for more details.

The other content (Camel extension pack, cli, etc) should follow thereafter.
