Serverless Chrome extension sometimes does not work because the GitHub access limit API is exceeded. By enabling the use of token without logged in user, it will allow to fix this issue by adding a token.

This will also allow to run the SWF Chrome extension e2e tests in Jenkins where the tests currently fail.
