Summary
Package runtime-tools-dev-ui-webapp does not have up to date test data in it server mock as _management-console-webapp
When you spin up the runtime-tools-dev-ui-webapp testing server, it does not have proper data and tries to load them indefinetely.

Steps to reproduce
1. Build ui-packages
2. Go to runtime-tools-dev-ui-weabpp
3. do pnpm run dev
4. Watch console and open localhost:9000 after it bundles

Server provides data properly, each page in SWF DevUI has at least one mocked data - one WorkflowInstance, one JobInstance, one dashboard etc.
