Current kogito model is static, meaning that, when dev mode is off, you are not able to add, modify or delete new workflow definitions to the service executing the workflows.
This can be a limitation for certain users. Proposal to overcome it is to add a couple of endpoints to upload a workflow file to the server and another one to execute it base on process id.
