Extend the Operator to have a PublishBuildStrategy using Jib

    Description

      In the same way we did for Kaniko/BuildConfigs we need to extend the Operator in order to have a PublishBuildStrategy that will have Jib as an option an it will use the new builder image based on Jib to produce the container image.
