When deploying data-index with operator we get an error message saying that the property kogito.protobuf.watch is not set.

Looking at the environment of the pod, there is a property KOGITO_PROTOBUF_WATCH set but there is an empty value for it whereas it should be false.

this needs to be corrected before releasing 0.7.0
