Python modules should not be compiled by default

In order to not fource users willing to test kogito on his local machine to have Python installed (in Windows is not there by default) plut Jep module (they have to pip install Jep), those modules are going to be actviated through a maven profile (which will be enabled on CI machines, which has the infrastructure ready)
