Improve the error message when GitHub API request limit is reached

      For unauthenticated requests, the rate limit allows for up to 60 requests per hour. Unauthenticated requests are associated with the originating IP address, and not the person making requests.

      When the limit is reached, we should warn the user that they must provide a GitHub token on Settings to overcome this limitation.
