[Operator] Make QUARKUS_KOGITO_DEVSERVICES_ENABLED and QUARKUS_DEVSERVICES_ENABLED properties immutable in devmode

These properties:

QUARKUS_DEVSERVICES_ENABLED
QUARKUS_KOGITO_DEVSERVICES_ENABLED

Should be part of this list:
https://github.com/kiegroup/kogito-serverless-operator/blob/1.39.x/controllers/profiles/object_creators.go#L62

So that users can't change them via the ConfigMap edits.

Also, consider making that variable a constant instead by avoiding the Itoa conversion. The defaultHTTPWorkflowPort can safely be a string.
