RestWorkItemHandler does not use internal VariableScope context

    Description

      RestWorkItemHandler only uses top process instance variable scope for resolving variable types, although this is not an issue for Workflow thes way the code is generated right now, because all variables are in top context, it is formally incorrect and force runtime executor to simulate code generator.
      Therefore, it should be changed to use resolvContext propertly.
