Use explicitly set Data Index nightly image for Dev Service

Currently all branches and versions, even Final releases, use latest image. We should by default use nightly for SNAPSHOT versions. Also the version should be explicitly set using a Maven property so it is clear which version is used without looking at the current code in the extension [1].
