Whenever we have an issue with a CI run, the bot posts a message in the Zulip stream channel. The problem is that this message often doesn't reach the actual actor of the changes that might impact the CI run.

To overcome this, a good approach is to run git blame in the latest changes since the CI run and mark the authors in the Zulip channel with the runner/error log.

To accomplish this, we might need to create a matrix of github and zulip handlers, so the bot can mark the correct people in the comments.
