Remove JavaDoc plugin from Kogito as it is not used

JavaDoc plugin is not used in Kogito. It is declared in the pluginManagement section [1] but not used at all because it misses the execution configuration. We don't publish JavaDoc sites anywhere and modern IDEs rely only on sources JARs, so there is no added benefit for us. Moreover, all javadoc dependencies declared in the kogito-bom should be removed as well.
