Include a check which make sure only one quarkus-bom is downloaded

To determine if it should be on runtimes or examples.

This check/test would make sure all dependencies on Kogito are aligned to one quarkus bom ...

Once implemented, https://github.com/kiegroup/kogito-images/blob/main/tests/features/kogito-swf-builder.feature#L10 should be enabled again.
