Podman and Docker tests in the container-builder project are flacky. They won't work unless one configures these tools locally (sometimes contributors might not have both installed).

The suggestions for this JIRA are:

1. Separate such tests as Integration/Behave tests
2. Create properly Makefile inputs to run Docker or Podman tests independently of the platform
3. Configure the GHA to run these tests in the Ubuntu machine only if the other actions/verifications have passed.
