[SW] Enable the JVM dynamic-resources configuration in the swf builder image

The SWF Builder image does have the Dynamic Resources script installed but it is not used in the maven builds. We need to call it to correctly configure the memory size for the build based on the limits set for the given namespace or Container Image.

We can rely in the on the MAVEN_OPTS env or ${maven.projectBasedir}/.mvn/jvm.config configuration file.

The configuration file can be provided by the user, if the file is provided we might:

• not execute the dynamic resources
• override the memory configuration
