Configure integration tests of cypress packages to run tests twice in case of fails

Summary
We have identified intermittent failures for cypress tests because of chromedriver bugs or slow machines used for builds.

Goal
Configure retries: 1 for each package using cypress integration tests.

AC
Tests have retries : 1 configured.
Tests behave properly when there is a fail. Subsequent rerun works as expected.
In case it is not possible to achieve above, clarify in a comment or JIRA, and close as won't do.
