As Maven version is evolving rapidly and we follow Quarkus maven version, we should setup maven wrappers into the different repositories. So that maven version is always in sync with needed version.

We should also document it for devs so they know  about it and stop using the `mvn` command.

Finally, we should also document the use of the build-chain for local use.

Here are the different steps:

• Setup Maven Wrapper
• Document the use of the Maven wrapper
• Document the use of the build-chain
• Provide a Makefile ? (this point needs to be dicussed but could ease commands to reproduce bugs)
