This EPIC is to track the efforts toward the Kogito Workflow Runtime to run without access to external services or message broker platforms.

The goal is to have any workflow run on a simulated, mocked environment that can:

1. Execute Operation states that rely on remote function invocations without the need to make the call to these services. Internally, the workflow would return a pre-determined data structure set up by the user or generate dynamically
2. Emulate the event processing without having access to a broker platform (such as Knative, Kafka, or MQ).

The workflow should be able to run with all sorts of input data til the end. Users then could test and preview its execution without setting up the infrastructure needed to call remote servers or interact with messaging platforms.
