Add the following annotations to both Business automation operator and Kogito operator:

These two new annotations say that a user needs DM/PAM subscription to use BA/Kogito operators. We don't specify any pricing details like whether that subscription is already part of an bundle, whether it's with or without OpenShift subs, etc.
