Kogito Dev Service not pulling latest version of Data Index image

As the image to be used is set as quay.io/kiegroup/kogito-data-index-ephemeral:latest it means that if an image with the same name is already available it won't check for a new one. As we want this image to be replaced with new releases, DevService needs to make sure it uses the new image tagged with latest from quay.io.
