Implement runtime specific custom phase changes for taks management

In order to perform predefined actions on task we need to specify what actions do we need and what them exactly mean.

For now identified actions (from the BC):

• Delegate (change the potential owner)
• Skip (complete the task without any change?)
• Claim(Change the owner)
• Reassign a task (change the owner)
