Public API: Refactor Common Service Logic to Shared Classes

    Description

      Currently API Services are implemented directly in the Quarkus extension.

      We must create shared classes that can be used both for Spring and Quarkus. The Spring/Quarkus version will just extend or delegate to those classes.

      The goal for this task is to only create the shared classes, not necessarily the Spring version

      This task can be further broken down to single components PMML, DMN, Rules, Processes.
