Kogito Cloud initializer for Runtime Services to inject protobuf files in the Data Index Service

We need to set up some requirements in the runtime service to have it working seamlessly with Data Index.

The initial use case needs an operator extension to run in the runtime image to register protobuf files as configMaps on Data Index.

This EPIC will treat this use case.
