There seems to be an encoding bug with the VSCode kogito bundle BPMN editor. Notably for us, it has affected ampersand characters in business rules. There may be other characters affected. To illustrate, take the following simple BPMN:

If I save, close, and reopen the file I get this:

If I make another minor change, then save, close and reopen the file again I get this:

The replacement of dash characters in process IDs is correct since it should be valid Java Identifier.
