Add Quarkus and SpringBoot addons to respective BOMs

    Description

      After KOGITO-5299, we should maintain a BOM for SpringBoot and Quarkus Addons, this way when users either use a Quarkus extension or SpringBoot starter, the addons can also be managed easily.
