Share OUIA tools across kogito-apps ui-packages

OUIA related tools are so far scoped just to common, management-console and task-console packages. Sharing is not possible and definitions are duplicated (due to recent complex refactoring).

This task is to extract the related functionality into a separate packages so that:

• Utility functions used for component definition and testing, so far placed in OuiaUtils within @kogito-apps/common will be extracted into a separate package. Proposed naming of the package is @kogito-apps/testing-tools.
• OUIA related Cypress command definitions, the same should be done for those. Proposed naming here is @kogito-apps/cypress-ouia.
