To support upgrades of Kogito Operator within BAaaS, we will need to be able to pause reconciliation of an Operand before changing which version of the Operator owns the Operand. 

Once we have changed the version of the Operator that owns the Operand, we need to be able to unpause reconciliation so that the new owner begins reconciliation.

• As a user, I have the ability to unpause reconciliation of an Operand if it is already paused
