Initial implementation of Jobs Service based on Quarkus and Vert.x.
This initial implementation should not consider multiple instances, just a single running instance with no persistence.

The basic flow is:
1- Receive a REST request to schedule a job execution. The execution is an HTTP Post request callback to a given endpoint.
2- Send the request callback on the specific date received on the previous job request.
