Included Decision Service Models Do Not Include Encapsulated and Output Decisions

When adding an included model for a Decision Service defined in another .dmn file, adding the decision service to the current .dmn file does not include the sub-elements of the decision service (example attached). Is this an intended behavior? Ideally, we'd be able to reuse decision services in other .dmn files by importing them as included models.
