Support installing product operator using insecure registry

Right now the operator is installed using direct image reference. This however prevents downloading of the operator image from insecure registry (unless the registry is allowed directly on OCP instance).
We should support installing operator without any need for OCP configuration done in advance. To do so we can leverage ImageStream capability to provide insecure image.
