Implement a programatic runner for VSCode IT tests

Summary
Create an test runner that will allow execution of tests across multiple files in stabilized manner.

Goal
Create a test runner for VSCode integration tests.
Utilize `vscode-extension-tester` framework
Make the runner configurable:

• Allow different versions of VSCode
• Allow multiple files for tests and each file gets isolated startup & execution.
