Create make olm-manifests target responsible for creating manifests in same pattern accepted by the OLM

After migrating to the bundle format on the OLM repo, when we need to make a release there is some manual steps required for creating the accepted format. The idea of thei issue is to create a make target `make olm-manifests` which will create a folder with contents in the accepted format. So for making the PR the person would only need to copy that folder and raise the changes
