BDD tests: Add option to run tests with Kogito cluster wide operator

KOGITO-3215 brought possibility to install Kogito operator with cluster scope. It would be good to implement this cluster scope approach also for BDD tests (as an alternative to current namespace scoped) so we test in a similar way as the operator is used in production.

It could be implemented in similar approach as is done in kogito-operator.yaml, deploying operator in one dedicated namespace watching for all namespaces in cluster.
