Implement OpenAPI functions definition

For Quarkus we should generate microprofile implementation from smallrye for OpenAPI
For SpringBoot support, it requires some research

Create as Story JIRA to add subtasks as the requirement evolves.

The way we handle the REST invocations today on SW must be changed to follow specification 0.5 version. Instead of adding parameters as metadata objects, we will rely on the OpenAPI resource.
