explainability.enabled in Trusty Service property should be managed by the operator

 if we deploy the trusty service, the operator can check whether the explainability service is deployed as well and set enable.explainability accordingly. Also, if the explainability service is deployed/undeployed afterwards, the operator can reconciliate the trusty service with the updated enable.explainability property.
