The idea is to specify which branches are allowed as a target branch and in case the PR is done over a branch wich is now allowed the bot should notify the author (by pushing a comment like "@$AUTHOR the target branch is not allowed against the $TARGET_BRANCH branch. Please check. Just create a comment like `Bot create the same against master and close this one` in case you want to recreate the same PR against a different branch".
We have to add the functionality to react to the comment `Bot create the same against master and close this one` and recreate the same PR and close the current one.
