PR check to fail when changes in yarn.lock not commited

The PR check build can't succeed when the yarn.lock gets updated during. By adding https://classic.yarnpkg.com/en/docs/cli/install/#toc-yarn-install-frozen-lockfile to the maven build we make sure that any such case will fail PR build.
